The counting of provisional ballots reversed the outcome of an Omaha legislative election, but a recount will be held.

Steve Lathrop claimed a 15-vote edge over Jean Stothert once Douglas County officials finished counting all ballots Thursday.

The final unofficial totals were 5,072 for Lathrop and 5,057 for Stothert, said Douglas County Election Commissioner Dave Phipps. Stothert held a 14-vote lead at the end of the election night vote-counting.

Because of the narrow margin, a recount is mandatory.

The recount will be done Dec. 6, two days after the State Board of Canvassers meets to certify the results of the Nov. 7 election.

Following the recount, the losing candidate could challenge some of the provisional ballots. It would then be up to the Legislature to decide the winner.

People who moved within a county without re-registering are allowed to cast provisional ballots. The ballots are counted only after the voters' addresses are verified.

Stothert and Lathrop fought one of the state's most expensive and hotly contested races in District 12.

Stothert, a Republican, is a member of the Millard school board, and Lathrop, a Democrat, is a prominent trial attorney.
